The Minister of Power, Works and Housing, <strong>Babatunde Fashola</strong> says 27 states have provided the ministry with land on which to build houses for the masses.</div>
<div style="text-align: justify;">
Fashola told newsmen in Lagos on Friday 
night that the government had to lay the structure and establish a 
system before calling for private participation in the housing sector.</div>
<div style="text-align: justify;">
He said that most of the building materials to be used would be sourced locally to fast-track growth and reduce unemployment.</div>
<div style="text-align: justify;">
“If we achieve what we are planning, we 
would have built a system; if it becomes enduring like the new pension 
scheme, the better. When acceptability has set in, the private sector 
can be called in,” he said, adding that the Federal Mortgage Bank would 
play a significant role in providing funds.</div>
<div style="text-align: justify;">
Fashola said the socio-cultural needs of
 each geopolitical zone would be considered in arriving at what 
architectural designs to choose for a particular town.</div>
<div style="text-align: justify;">
He said that the targeted group would be
 civil servants on levels eight to 15 and their contemporaries in the 
private sector who would spend an agreed number of years to pay for the 
houses.</div>
<div style="text-align: justify;">
According to the minister, once 
successfully established, it will be built on by successive 
administrations at all tiers of government and the private sector.</div>

In an interview with Channels TV,  Ekiti state governor, Ayo Fayose 
expressed his doubts on the missing Chibok girls who were abducted by 
Boko Haram members in April 2014<br />

these Chibok girls. I am not quite clear about it. You might not like my
 views about it. You might not want to hear it. When you tell me about 
200 students were to go for exams and they are physics students. </blockquote>

Former President Olusegun Obasanjo says he foresaw and warned about 
Nigeria’s current recession two years ago, but said he was ignored.<br />
<br />
Mr. Obasanjo said he was concerned about recession when he saw how 
“recklessly” the Goodluck Jonathan administration spent the country’s 
resources.<br />
<br />
The former president spoke on Saturday in an Independence Day message at
 a lecture organised by the Youth Fellowship of Owu Baptist Church, 
Abeokuta.<br />
<br />
“Whoever that has lived to witness the celebration of today should thank
 God,” he said. “Things are not what they should be, but we should pray 
that next year will be better than this year. We thank God for those who
 are alive, we prayed for the souls of those who have laboured for these
 country and who have passed on to rest in perfect peace.”<br />

Mr. Obasanjo said one of the major issues threatening the peace of Nigeria now is the high level of unemployment.<br />
<br />
“Unemployment is a major problem in the country today and if we don’t 
take care, it will consume all of us. In fact, the rising unemployment 
is a time bomb,” he said.<br />
<br />
The former president recalled how he got five job offers immediately he 
completed his secondary school education at Baptist Boys High School, 
Abeokuta.<br />
<br />
He said he received offers from the United Africa Company (UAC) and 
Moore Plantation, Ibadan, among others. He said the situation is 
different today in the country.<br />
<br />
Mr. Obasanjo said the businessman, Aliko Dangote, told him that six 
Ph.D. holders were among applicants seeking jobs with his company as 
truck drivers.<br />
<br />
Mr. Obasanjo said the high rate of unemployment was responsible for 
youth restiveness in the country, warning that the situation should be 
tackled with all the “seriousness” it deserves before it get out of 
hand.<br />
<br />
The former president said the country cannot develop if it pays no attention to agriculture.<br />
<br />
“That is why we have to take it as a key of our development else the 
many educated Nigerians who have no job are like time bomb, sooner than 
later, it will explode,” he said.<br />

I say NO. This is because any Country which desires to be taken 
seriously in the comity of developed Nations, derives its strength from 
its human and material resources, size and population. We will not stand
 a chance if we are divided. Remember, United we stand, Divided we fall.<br />

Government therefore, needs to move decisively to check the current 
trend of general insecurity, violence, repression, imbalance and yes, 
injustice – perceived or real.<br />

It is important on this 56th Anniversary of our Independence to 
remember the main reason that brought us together, and remember that 
majority of Nigerians are still thriving in peaceful co-existence with 
their neighbours, regardless of what part of Nigeria they come from or 
how they worship God.<br />

For our sake therefore, our common Nigerian identity cannot be compromised.<br />

The Nigerian Army has rescued five soldiers and officers among those 
declared missing after an ambush by Boko Haram members at Guru Gongon in
 Borno state on Wednesday July 20th. ‎ A commanding officer, three 
officers and 16 soldiers were declared missing in action after the 
ambush. <br />

In a statement released today by Army spokesman, Col. Usman Sani, the 
commanding officer of the troops was among those rescued early this 
morning.<br />

”It will be recalled that some of our troops were missing in action 
after an ambush at Guro Gongon on July 20, 2016. Consequently, concerted

included the use of air assets, special forces and patrols. We wish to 
inform you that the search party has this morning found five more 
officers and soldiers that were declared missing in action, including 
the unit’s commanding officer. Although they are in a stable condition, 
they have been moved to our medical facilities for medical care.”</blockquote>

There have been rumors that he left PDP and re-joined APC, a party of 
which he was a founding member. He has just released a statement 
confirming the rumors. Read his statement below<br />

I have finally heeded the calls on me to return to the All Progressives 
Congress (APC), a party of which I was a founding member.

I re-registered as a member of the APC on Thursday through the party’s 
online portal. After that, the leadership of the party in my Bako ward 
of Yola South Local Government Area visited me in my Yola residence to 
welcome me back to their fold.

<a href="https://www.blogger.com/null" name="more"></a>My decision to return to the APC was triggered by my 
believe that all politics are local. Almost everyone around me, and with
 whom we started my political journey believed the time had come for us 
to make sacrifices and make concessions. That is in addition to the 
unbelievable love that my friends in the APC have showered on me in the 
past months.

They demonstrated in words and action that they wanted me back home.

I also did a deep and long reassessment of the circumstances that 
warranted my exit from the APC in the first place. I left the APC in 
2014 owing to fundamental disagreements with the ways the chapter of the
 party in my state was run after it fell into some hands.

Some colleagues and I tried hard to save the then APC administration 
from an orchestrated impeachment plot which was unfortunately carried 
out with active collaboration of some ranking APC members in the state.

However, events in the last 15 months have addressed many of the issues 
and healed some of the wounds. More so, with the genuine and sincere 
invitations I received since last year to retrace my steps into the 
party, I decided to return after consulting family and political 
associates at all levels.

I would like to appreciate all those members of the party who privately 
and publicly prodded me to return to the party. My appreciation also 
goes to the leadership of our party, from my ward in Bako to the 
national leadership, for the enthusiasm they showed in having me back.

Speaking to state house correspondents at the end of the National 
Economic Council, NEC, yesterday July 21st, the Minister of Budget and 
National Planning, Udoma Udo Udoma, said that the economy is presently 
in a bad shape but would start to pick up as from the third quarter. He 
confirmed Minister of Finance, Kemi Adeosun's comment at the senate 
briefing yesterday that Nigeria is technically in recession.<br />

“Recession is basically when you have two quarters of negative growth. 
We had a first quarter of negative growth and we are still waiting to 
get all the figures for the second quarter, which has just ended in 
June. The National Bureau of Statistics (NBS) will be giving us all the 
figures but if as we suspect the second quarter is also negative, then 
of course technically you could say that we are in recession if those 
figures turned out to be so. But even if we are not, the situation in 
the economy right now is one that, of course, we are addressing. Some of
 it was expected, some of it was not. We did expect the low oil price 
but we did not expect the level of disruption that we got in the Niger 
Delta, such that oil production went down and we are not likely to 
achieve  the 2.2 million barrels per day because it went down to 1.2 
million barrels per day, a little over about 1.3 million barrels per 
day. So you can imagine the impact of that. Measures are being taken to 
address those issues. We expect that by the third quarter we will start 
to pick up and we expect to finish the year in positive territory. That 
is what we are expecting. We expect to be marginally positive by the end
 of this year. But by next year we will now start to pick up and we will
 have much more growth next year,” he said.</blockquote>

The investigation by the House of Representatives  Joint Committee on 
Ethics and Privileges and Foreign Affairs into the alleged sexual 
misconduct by three lawmakers, Samuel Ikon, Mohammed Gololo and Mark 
Gbillah, in the US in April this year, was again stalled today as the 
outgoing US Ambassador to Nigeria, James Entwistle failed to honor the 
panel's invitation.<br />

<a href="https://www.blogger.com/null" name="more"></a>The US Envoy who wrote a letter to the Speaker of the
 House of Representatives accusing the three lawmakers of sexual 
misconduct, was expected to appear before the joint panel to provide 
video evidence for the alleged crime. He was supposed to appear last 
week Thursday July 14th but failed to honor the panel's invitation.<br />

Minister of Foreign Affairs, Geoffrey Onyeama, who was also supposed to 
appear before the panel, sent in a letter explaining he had to be at the
 Federal Executive council which holds today.

The 29 Brigade Quick Reaction Force (QRF), in conjunction with Civilian 
JTF carried out an ambush against Boko Haram terrorists east of Marguba 
village in Kaga Local Government Area, Borno State yesterday Friday. The
 troops killed 2 of the Boko Haram terrorists, while some of them 
sustained gun shot wounds as could be seen from traces of blood during 
mopping up.<br />

clearance operations within Sambisa forest despite harsh climatic 
conditions and bad terrain occasioned by heavy down rainfalls especially

The National leader of the People Democratic Party (PDP) Senator Ali 
Modu Sherriff, six serving governors, members of the National Assembly 
stormed Dutse, Jigawa State today for the party's Membership 
Mobilization Programme. Mammoth crowd turned up for the event.<br />

Shortly after they departed, some indigenes of Dutse took to the streets

An Ikeja High Court has refused former Minister of State 
for Defence, Musiliu Obanikoro's request for an order of injunction 
against some media publications to stop them from publishing news about 
him and retract all previous damaging news publications via a letter of 
apology through their various media platforms.</div>

suit after the defendants (Premium Times, Punch newspapers and Sahara 
Reporters) allegedly published an audio of how he with others allegedly plotted to rig the the Ekiti governorship polls.</div>

 Minister of Ethiopia are among confirmed speakers at the forum. 
Other confirmed speakers include the President of the African 
Development Bank, Dr. Akinwumi Adesina and the President/CEO of Dangote 
Group, Aliko Dangote.

President Buhari will be accompanied on the trip by the Minister of 
Foreign Affairs, Mr. Geoffrey Onyeama and the Minister of Industry, 
Trade and Investment, Dr Okechukwu Enelama.

He will return to Abuja at the conclusion of the forum.

While appearing before the Senate committee on Health to defend its 2016
 budget yesterday February 8th, the Minister of Health, Isaac Adewole, 
said that his ministry's budget proposal submitted to the Senate is 
different from the one they wrote and sent to the budget office.<br />

“We have to look into the details of the budget and re-submit it to the 
committee. This was not what we submitted. We’ll submit another one. We 
don’t want anything foreign to creep into that budget. What we submitted
 is not there.”he said

When asked to speak on the budget of the State House clinic which 
exceeds the budget of all teaching hospitals in the country, Adewole 
said :<br />

“The State House Clinic is not under the Ministry of Health. I hope it’s
 not the same rats that changed things in our budget that changed it. 
The amount is meant for procurement and purchase of medical equipment. 
It is very important that you engage them because what happened to us 
might have also happened to them. It is possible that what is there 
might not have been what they put there.”he said</blockquote>

<span style="font-family: inherit;">The Lagos State Government <span class="aBn" data-term="goog_2123350902" tabindex="0"><span class="aQJ"><span style="color: #222222;">on Friday</span></span></span> inaugurated
 the Special Offences (Mobile) Court to summarily deal with growing 
cases of traffic and environmental abuses in the state with the view to 
bring sanity and civility in the conduct of residents.</span><br />

<span style="color: black; font-family: "tahoma" , sans-serif;"><span style="font-family: inherit;">The
 Mobile Court, which will be manned by highly-qualified Magistrates of 
the State Judiciary, will summarily try cases involving traffic and 
environmental offenders.</span></span><br />

 Speaking at the inauguration ceremony held at the Lagos State High 
Court in Ikeja, the State Attorney General and Commissioner for Justice,
 Mr. Adeniji Kazeem said the  launch of the Mobile Court, was one of the
 ways through which the administration of Governor Akinwunmi Ambode aims
 to broaden the pathway that guaranty citizens' access to justice and at
 the same time ensure the preservation of civility in the society.</span></span><br />

<span style="color: black; font-family: "tahoma" , sans-serif;"><br /><span style="font-family: inherit;">
 He said the development was an institutional reaction to identified 
societal challenges, and that henceforth traffic offenders such as 
motorcyclists who drive against traffic and refused to obey traffic 
signs like zebra crossing and traffic light indication, would no longer 
find it easy to get away with commission of such crimes in the state.</span></span></div>

<span style="color: black; font-family: "tahoma" , sans-serif;"><span style="font-family: inherit;">He
 also said commercial bus drivers popularly known as Danfo Drivers on 
motion with their doors open thereby endangering lives of those of their
 passengers and other road users, would equally be prosecuted before the
 Mobile Court, while anyone crossing the highway where pedestrian 
bridges are provided, would equally face trial.</span></span></div>

 Kazeem, who disclosed that henceforth driving on Bus Rapid Transit 
(BRT) lanes of non-designated vehicles by anyone including military 
personnel, would attract prosecution before the Mobile Court, also 
warned people to desist from parking at undesignated places and 
indulging in noise pollution and street trading among others, saying 
such offences would be handled by the court.</span></span></div>

 He added: "These set of offences appear to be so simple but the 
reduction of its commission I believe is a major yardstick in 
determining how much we have progressed as a civilized society.<br /> "It may seems simple, but its significance and expected impact to the society is a lot more profound," Kazeem said.</span></span></div>

 on the importance of the event, the Attorney General said: "This event 
is even more momentous because It is a symbolic indication of some of 
the most important policies of Governor Akinwunmi Ambode's 
administration on law and order which rest on the premise that no 
society will thrive in an atmosphere of lawlessness and disorder.</span></span></div>

 "This administration recognize that as Africa's fastest growing mega 
city, law and order are critical pillars for sustaining democratic life.
 The state government has dedicated an enormous amount of manpower and 
financial resources in seeking better living standard by provision of 
roads, drainages and transportation system to mention but a few and it 
has enacted traffic and environmental laws to ensure the state remains 
environmentally friendly all the time.</span></span></div>

<span style="color: black; font-family: "tahoma" , sans-serif;"><br /><span style="font-family: inherit;">
 "Yet some have chosen or deliberately refused to obey these laws. This 
is not entirely surprising as the history of mankind as shown that 
obedience to societal laws has never been entirely voluntary. Therefore,
 prompt and fair adjudication as well as the certainty of enforcement 
and penalties constitute the necessary inducement for respect and 
obedience of laws. For most people, where justice is delayed or denied, 
the victim is bound to feel some frustration, outrage or even further 
disrespect for law and order and if the same trend is allowed to take 
whole the very basis of an orderly society wears out gradually and 
steadily," he said.</span></span></div>

<span style="color: black; font-family: "tahoma" , sans-serif;"><br /><span style="font-family: inherit;">
 On her part, the Chief Judge of Lagos State, Justice Olufunmilayo 
Atilade said with the launch of the Mobile Court, the era of 
recklessness and lawlessness on Lagos roads were gone for good, as no 
government would fold its arms and watch the violation of traffic and 
environmental laws.</span></span></div>

<span style="color: black; font-family: "tahoma" , sans-serif;"><br /><span style="font-family: inherit;">
 Justice Atilade, who lamented the death of a 25-year-old British 
Nigerian graduate, Doyin Serah Fagbenro who was killed by a reckless 
Danfo Driver about three weeks ago in Lekki-Ajah area of Lagos, said the
 story of the victim was just one of the many deaths occurring as a 
result of reckless driving and indiscipline.</span></span></div>

<span style="color: black; font-family: "tahoma" , sans-serif;"><br /><span style="font-family: inherit;">
 "This must not be allowed to continue. Let it be known to all that the 
era of recklessness and impunity on our public roads and highways in 
Lagos State is gone. Those who chose to make life difficult for other 
people especially on our roads should have a rethink as they will 
henceforth be held accountable for their deeds," Justice Atilade warned.</span></span></div>

 The special Offences court was established in 1994 to try essentially 
environmental Offences and it has been vested with powers to sit in any 
convenient place close to the scene of commission of any offence triable
 by it.<br /> Though summary in nature, the proceedings before the Mobile 
Court will be operated in according with rules of natural justice and 
fair hearing.</span></span></div>

 There will be lawyers from the office of the Public Defender for any 
defendant who so desires to be defended, while defendants can also

Our attention has been drawn to yet another mischievous report credited 
to the Public Relations Officer of the National Drug Law Enforcement 
Agency (NDLEA), Mr. Mitchell Ofoyeju, in The Punch newspaper of today, 
Friday, February 5, 2016, purporting that Senator Buruji Kashamu is 
still facing some extradition proceedings. Nothing could be farther from
 the facts and truth.<br />
<a href="https://www.blogger.com/null" name="more"></a></blockquote>
 Notwithstanding the misleading impression being created that the agency
 intends to allow the rule of law prevail, we are aware that its 
ex-Chairman, Alhaji Ahmed Giade, who is now the Special Assistant to the
 Minister of Justice and Attorney-General of the Federation (AGF) on 
Narcotics is set to arm-twist the NDLEA to resort to yet another 
extra-judicial move.<br />
<br />
The misuse of the word “extradition” by NDLEA is a euphemism for the 
illegal rendition they actually are planning.

Let it be reiterated that Senator Kashamu is not worried about 
extradition proceedings being brought against him in accordance with 
Nigerian Laws. He knows that can never succeed in view of the decisions 
of the English courts that have exonerated him and has confirmed by 
several judgments of competent Nigerian Courts.<br />
<br />
What Senator Kashamu is complaining about is the plan to abduct and ship
 him out of Nigerian without resort to due process or the Rule of Law, 
an illegal venture that is known as “rendition” not extradition as the 
NDLEA misrepresents to the public.

For the avoidance of any doubt, extradition proceedings have already 
been brought against Senator Kashamu by the previous Attorney General of
 the Federation in Suit No. FHC/ABJ/CS/479/2015 and was dismissed on the
 1st of July, 2015.<br />
<br />
The AGF has not appealed against that dismissal.

In its judgment in that extradition proceedings the court expressly held
 that, “This suit is hereby dismissed…The Applicant (i.e the AGF), being
 an office created by the Constitution (see Section 150 (1) of the 
Constitution 1999 As Amended) has a greater obligation, by its act and 
conduct, in the context of its very extensive constitutional powers…to 
be seen to be law abiding and to give maximum and unqualified respect to
 every judgment of a court of competent jurisdiction, regardless of its 
opinion as to whether the Court was right or wrong until such decisions 
are set aside by the appellate Courts.<br />
<br />
To do otherwise is to further deepen an incipient culture of 
disobedience of Court’s orders and of unmitigated acts of unbridled 
impunity to judicial process even by the citizenry and the proverbial 
‘common man’ whose last hope lies in the Judiciary.”

It is highly mischievous for anyone to claim that “there is a pending 
appeal by the Federal Government through the Federal Ministry of Justice
 to extradite Kashamu to the US for him to face trial.”<br />
<br />
The appeals in question are in relation to other judgments and orders 
that restrained them from taking any steps against Senator Kashamu on 
the basis of the same allegations that he had been exonerated from.

Mr. Ofoyeju and his co-travellers should acquaint themselves with the 
basic facts and details of a case before making pronouncements that 
could further cast the NDLEA as a lawless organisation in the eyes of 
right thinking members of the society, and among the comity of nations.<br />
<br />
As we have often said, based on the Extradition Treaty between Nigeria, 
the United Kingdom and the United States, two British courts heard 
extradition proceedings against Senator Kashamu at the instance of the 
US authorities and found that it was a case of “mistaken identity”, and 
released him.<br />
<br />
The same NDLEA that Mr. Ofoyeju claims to be speaking for had sent two 
of its top officials – the then Director of Prosecution and Legal 
Services, Mr. Femi Oloruntoba and one Umaru Dan Asabe (former Director 
of Operations) – to London to give evidence (confirming that Senator 
Kashamu was not the person sought for by the U.S. authorities) with the 
approval of the then Minister of Justice and Attorney-General of the 
Federation.<br />
<br />
It is on the basis of these two British judgments that several Nigerian 
courts have held that the NDLEA cannot take any further steps against 
Senator Kashamu. And when they did, in spite of the subsisting orders 
and judgments of the court, the action was dismissed.

It is noteworthy that in the same report, the current Minister of 
Justice and Attorney-General of the Federation (AGF), Mr. Abubakar 
Malami, a Senior Advocate of Nigeria (SAN), who is the Chief Law Officer
 of the Federation has given indication that his office would not be a 
party to any illegality.<br />
<br />
His position as expressed by his media aide is in tandem with global 
best practices in the comity of nations where any country that lacks 
regard for the rule of law is seen as a lawless society.

There can be no extradition without the courts only illegality.

Finally, our advice to Mr. Ofoyeju and Alhaji Giade is that they should 
leave Senator Kashamu alone.<br />
<br />
He does not have any extradition case to answer. A dismissal is a bar to
 any further action before the court and it is therefore clear that when
 NDLEA says “extradition” what it actually means is “rendition” since it
 cannot go back to any Nigerian court after the dismissal.

NDLEA should be called to order to avoid being used to perpetrate 
illegality, political vendetta and blackmail.<br />
