When it comes to Halloween costumes, there’s nothing like a

turned out, for mercurial Staten Island Chuck, who famously bit Mayor
Bloomberg in 2009 — died a week after Mayor de Blasio accidentally dropped her in front of a crowd of spectators
on Feb. 2. (Extra points if you wear this costume and mention the
